First, try these troubleshooting tips:
Reboot your device by holding down the SLEEP/WAKE button and the HOME button for 20 seconds.
Delete the Noggin app and reinstall it. Reinstalling is very important because it ensures that you are running the latest and most up-to-date version of Noggin.
Make sure Wi-Fi is turned on and the signal strength is strong.
Clear the memory by closing all background apps.

TIP: To close background apps, double-press the HOME button; this will bring up the multitasking switch bar, which will allow you to close out all other apps.

Be sure you have the most recent version of the Noggin app by visiting Updates in Apple’s App Store.
