You purchase both the boosts and wearables by tapping on the Treasure Chest at the bottom of either the Home screen or the tally screen at the end of a turn. 

You will use the sand dollars you have earned while playing the game to purchase the individual boosts and wearables. 

Tap on the items you wish to purchase.
